AN EXPLORATION OF THE SYSTEMS APPROACH BOTH AT A TACTICAL LEVEL IN ANALYZING THE TOTAL CRIMINAL JUSTICE PROCESS AND AT THE STRATEGIC LEVEL IN DEALING WITH THE ORGANIZATIONAL ENVIRONMENT, PLANNING AND EVALUATION.
Abstract
A DESCRIPTION OF THE OPERATIONS AND SERVICES OF THE CRIMINAL JUSTICE SYSTEM IS FIRST PROVIDED. ACTIVITIES TO OBTAIN A COMPREHENSIVE QUANTITATIVE DESCRIPTION OF THE TOTAL CANADIAN CRIMINAL JUSTICE SYSTEM ARE OUTLINED. AN EXPANSION OF THE SYSTEMS APPROACH TO TAKE INTO ACCOUNT SUCH FACTORS AS PROGRAMS AND POLICIES, THE ORGANIZATIONAL ENVIRONMENT, AND THE NEEDS AND PRIORITIES OF LINE PERSONNEL AND THE PUBLIC IS DISCUSSED. THE PAPER CONCLUDES WITH SOME RECOMMENDATIONS FOR THE INITIAL STEPS IN IMPLEMENTING PLANNING AND EVALUATION AND DEVELOPING PRIORITIES FOR THE FUTURE. (AUTHOR ABSTRACT)
