THIS PAPER CONCEPTUALIZES A PROCESS-MODEL FOR A SYSTEMS APPROACH TO COMPREHENSIVE CRIMINAL JUSTICE PLANNING, DEFINING THE PARAMETERS OF THE SYSTEM, IDENTIFYING ELEMENTS, AND SPECIFYING DIMENSIONS.
Abstract
THE ELEMENTS OF THE MODEL INCLUDE LEGAL FRAMEWORK, REPORTED CRIME, THE COMMUNITY, LAW ENFORCEMENT, PROSECUTION AND DEFENSE, COURTS, PROBATION SERVICES, INSTITUTIONS, AFTERCARE, AND SUPPORTIVE SERVICES. THE NINE ANALYTICAL DIMENSIONS USED ARE GOALS, FUNCTIONS, ADMINISTRATION AND POLICY, INFORMATION SYSTEM, PROCEDURES AND PRACTICES, MANPOWER RESOURCES, CLIENTS, PHYSICAL FACILITIES, AND COST.
