This jail needs assessment for Sutter County, Calif., presents goals of the correctional system and the specific purpose of the jail, the history and current problems of the jail, an inventory and analysis, and planning and policy options.
Abstract
The inventory and analysis encompasses an inmate profile, inmate classification, tracking and analysis, programs and services, facility inventory, population projections, bed-capacity analysis, and regionalization. The planning and policy options address programs, procedures, and facility expansion options. The program and policy options summarize ways to reduce demand for jail beds before considering construction. The maximum use of alternatives to reduce demand is cost effective and provides long-term flexibility in addressing growing corrections populations. In responding to the needs assessment, the Advisory Committee chose to reduce projected demand on the jail by implementing new and expanded alternatives to custody. Some of these changes have already been implemented. The Advisory Committee also decided to seek funds to build a 50-bed, medium-security addition to the jail. Projected size is 6,000 square feet, and estimated project cost is $854,910. 10 tables, 6 figures.
