The State Supreme Court Committee on Pretrial Intervention (PTI) evaluates PTI and related supervisory treatment programs in New Jersey during 1980. It reviews eligibility criteria, administration and staffing, treatment standards, and public interest concerns, and suggests changes to improve PTI.
Abstract
The Committee suggests that one way to expedite case flow (since increasing delays are a major problem) is to eliminate serious offenders and recidivists from the PTI application process. Judges should play a greater role in administering and operating PTI programs, and program staff should include minority staff in reasonable proportion to their numbers in the participant population. A restitution or community service component may be included in a client's service plan, and PTI reports on client status should be available to the prosecutor and judge. PTI programs need greater exposure, particularly in the local and community press. The transcript from the 1979 PTI conference is appended, along with a survey of restitution practices among New Jersey PTI programs. Nine references are supplied.
