This paper presents data on crime trends and activities related to the treatment of offenders in Japan in 1989 with attention to juvenile delinquency and the treatment of juvenile delinquents.
Abstract
An outline of crimes in 1989 is distinguished by penal code offenses, major penal code offenses, and offenses against special laws. The crime pattern in Japan is compared with that in other countries. An analysis of trends in certain offenses and offenders focuses on drug offenses, Boryokudan offenders (organized crime), traffic offenders, mentally disturbed offenders, terrorist offenses, aged offenders, and female offenders. The internationalization of offenses and offenders is also discussed. An analysis of the treatment of offenders addresses the procedure for the treatment of adult offenders, prosecution, trial, correction, and the rehabilitation of offenders. A section on juvenile delinquency and its treatment considers general trends in juvenile delinquency; various techniques for treating juvenile delinquents (juvenile classification homes, juvenile training schools, juvenile prison, and the rehabilitation and parole of juvenile delinquents); the circumstances of juvenile delinquents, and juvenile delinquency in other countries.
