This 1990-91 annual report of the Substance Abuse Service Unit of the Michigan Department of Corrections reports on the unit's activities for the fiscal year. They are designed to deter drug use among inmates, parolees, and probationers and to improve rehabilitation for persons whose substance abuse has been closely tied to their criminal behavior.
Abstract
The unit enhanced and expanded outpatient and residential treatment services in three prisons, and specialized programs for pregnant females and infants have shown positive interim results. For prison sites not having a drug treatment program, 212 staff in 20 facilities were trained to present substance abuse education and lead discussion groups. For all sites that are attempting to maintain or develop self-help groups to augment education or treatment for substance abuse, the unit developed recommendations for working with Alcoholics Anonymous and other volunteers. Just over 5,655 persons received substance abuse treatment: 35 percent in prison and camp settings and 65 percent in their home communities. Discharge data indicate that 60 percent of the outpatient treatment clients and 36 percent of the residential clients have been successfully discharged. Another 17 percent of outpatient clients have been transferred either to a less restrictive environment before completing treatment or to more intensive residential treatment. A drug testing and deterrence program has resulted in significant decreases in drug usage. Positive rates have dropped on an annual average basis from 11 percent to 3.5 percent in prisons, from 17 percent to 5 percent in community residential programs, and from 28 percent to 19 percent for parole. 12 tables and 6 figures
