This article summarizes key practice, research and policy implications in the field of substance abuse prevention and treatment.

Abstract

Several major themes can be identified and incorporated into any culturally competent model. These themes have currency for broad or group-specific models, and fields of practice other than substance abuse: (1) Community assets (the use of indigenous resources whenever possible); (2) Biculturality (including not just language but also procedures, instrumentation/forms and structuring of services); (3) Community Participation; (4) Specificity of Services (gender, age, level of acculturation, income, rural/urban, sexual orientation, religious/spiritual beliefs, educational level, and occupation); (5) Staff Support (supervision, training, and consultation); (6) Comprehensive Services; (7) Contextualizing Alcohol, Tobacco and Other Drugs Abuse (within the context of other social problems such as HIV/AIDS, school dropouts, unprotected sex, violence and crime); (8) Qualitative and Quantitative Based Research/Evaluation; and (9) Multiple Target Sites.
