THIS PRELIMINARY STUDY WAS DESIGNED TO IDENTIFY SERIOUS MANAGEMENT PROBLEMS IN THE COUNTY SHERIFF'S OFFICES, WHICH, WITH A TOTAL OF 403 PERSONNEL, COVERS AN AREA OF 922 SQUARE MILES AND A POPULATION OF 1,300,000.
Abstract
PROBLEMS IDENTIFIED IN THIS ANALYSIS WERE INTENDED TO BE THE SUBJECT OF A SUBSEQUENT INDEPTH MANAGEMENT STUDY. THE ANALYSES CONDUCTED WERE BASED ON INTERVIEWS WITH OPERATING PERSONNEL, OBSERVATIONS OF OPERATING PROCEDURES, REVIEW OF WORK DOCUMENTS USED BY THE SHERIFF'S OFFICE, AND EXAMINATION OF STATISTICAL REPORTS AND DIGESTS. THIS REPORT FIRST PRESENTS A GENERAL DESCRIPTION OF THE SHERIFF'S OFFICE AND ITS VARIOUS ORGANIZATIONAL UNITS. MAJOR PROBLEMS ARE IDENTIFIED IN THE FOLLOWING AREAS: ORGANIZATION OF SPECIAL UNITS, STAFF TRAINING, INSUFFICIENT COMPUTER UTILIZATION IN CIVIL DIVISION RECORDKEEPING, INTERNAL BARRIERS BETWEEN DEPUTIES AND CORRECTION OFFICERS, THE EXPENSE OF INMATE TRANSPORTATION, INADEQUATE BUDGET SYSTEM, AND LACK OF A CLEARLY DEFINED AUTHORITY OF THE ACCOUNTING UNIT.
