Abstract
This article discusses the '3 R's' which should be embodied in law enforcement policy on dealing with labor disputes. These include ensuring that the rights of labor and management (i.e, picketing, peaceful protest, and free and open access to company property by nonstriking employees) are understood; and providing written rules to strikers which outline picketing procedures to be followed. 'R' number 3 deals with the responsibility of law enforcement officers to remain impartial while protecting life and property, and assisting all parties involved in the peaceful operation of a strike.
