This document contains conclusions and recommendations of the Meeting of Experts for the Evaluation of Implementation of United Nations Norms and Guidelines in Crime Prevention and Criminal Justice, Vienna, October 14-16, 1991.
Abstract
The Meeting of Experts was held to: (1) promote the implementation of existing standards; (2) consolidate and rationalize arrangements for effective evaluation and monitoring of the implementation of United Nations norms and guidelines in the field of criminal justice; (3) improve the techniques for evaluating their implementation. Experts from 23 countries, as well as representatives from four nongovernmental organizations and members of the United Nations Secretariat, participated in the meeting. There was substantial agreement that the most useful way to begin was to give priority in the immediate future to technical cooperation, bilateral, regional and multilateral. The experts made practical recommendations covering: (1) proposed measures for implementing the standards, including measures to improve information dissemination and education, research, and technical cooperation; (2) proposed measures to make monitoring more comprehensive, to increase the accuracy and reliability of monitoring information and to make the monitoring process a springboard for action; and (3) proposed steps to be taken by the principal actors in the implementation and monitoring of United Nations standards. There are three annexes: (1) Practical recommendations; (2) A list of participants; (3) Existing United Nations standards and guidelines in crime prevention and criminal justice. Footnotes
