Abstract
An introductory overview explains that a strategic plan is both a document and a process that establishes long-term goals, that should avoid a standardized approach, that should involve the entire organization, and that receives constant re-evaluation. Additional articles discuss the need for a baseline survey before implementing any community policing programs, the specific evaluation and assessment strategies used by individual police agencies in the United States and Canada, and evaluations of specific police programs. Other articles discuss how to determine employees’ needs and perceptions, police agency culture, the selection of an evaluator, the steps involved in strategic planning, and individual agencies’ implementation of community policing.
