This report identifies four groups of statutory penalties that appear inconsistent with the goals of sentencing reform as identified in the Sentencing Reform Act of 1984.
Abstract
The report begins with criteria for including statutes and a description of the methodology for reviewing the statutes selected. The four groups of statutory penalties that the Commission identified as inconsistent with the goals of sentencing reform are: (1) Offenses in Deprivation of Civil Rights; (2) Assault; (3) The Travel Act; and (4) Involuntary Manslaughter. The Commission includes recommendations in each category to remove impediments created by statutory minimum penalties. Footnotes, table, appendix
