This report summarizes information about offenses against prison discipline and punishment of offenders; the figures refer to incidents at prisons in England and Wales during 1992.
Abstract
Over 89,000 offenses against prison discipline were punished in 1992, representing an increase of 4.2 percent over 1991 figures. The number of offenses punished per head of average population increased in 1992 to 2.0, the highest recorded figure in the past decade. While there was an increase in offenses among male inmates, the figure for young offenders fell by 3.6 percent and was the lowest rate since 1982. The offenses most frequently committed and punished included disobedience, disrespect, and offenses against good order and discipline. Offenses involving violence against prison guards, members of staff, and other inmates accounted for 11.6 percent of offenses punished in 1992. The number of punished drug offenders fell by nearly 28 percent from 1991 figures. The primary forms of punishment used included forfeiture of remission or additional days, and stoppage or reduction of earnings.
