VARIOUS FORMS OF TERRORISM (INTERSTATE, STATE, DOMESTIC, AND TRANSNATIONAL) ARE IDENTIFIED, AND STATISTICAL APPROACHES TO THE EMPIRICAL INVESTIGATION OF TRANSNATIONAL TERRORIST BEHAVIOR ARE REVIEWED.
Abstract
INTERSTATE TERRORISM IS AN ACTION CARRIED OUT BY INDIVIDUALS OR GROUPS CONTROLLED BY THE GOVERNMENTAL AUTHORITY OF A SOVEREIGN STATE. STATE TERRORISM INCLUDES TERRORIST ACTIONS CONDUCTED BY A NATIONAL GOVERNMENT WITHIN ITS BORDERS, WHILE DOMESTIC TERRORISM IS CHARACTERIZED BY EXTRANORMAL VIOLENCE CONFINED TO NATIONALS OF ONLY ONE STATE. TRANSNATIONAL TERRORISM REPRESENTS AN ACTION CARRIED OUT BY BASICALLY AUTONOMOUS NON-STATE PARTICIPANTS, WHETHER OR NOT THEY ENJOY SOME DEGREE OF MORAL AND/OR MATERIAL SUPPORT FROM SYMPATHETIC GOVERNMENTS. SEVERAL APPROACHES HAVE BEEN EMPLOYED TO INVESTIGATE TRANSNATIONAL TERRORIST BEHAVIOR. THE TECHNIQUE USED IN THE ITERATE (INTERNATIONAL TERRORISM: ATTRIBUTES OF TERRORIST EVENTS) PROJECT FOCUSES ON INDIVIDUAL INCIDENTS. ITERATE IDENTIFIES TRENDS, COMPARING TERRORIST CAMPAIGNS CROSS-NATIONALLY AND OVER TIME, AND EVALUATING POLICY PRESCRIPTIONS FOR CRISIS MANAGEMENT AND INCIDENT NEGOTIATION SUPPORT. ITERATE SEEMS TO HAVE POSSIBILITIES WHEN USED BY CAPABLE GOVERNMENT ANALYSTS. DATA ON TERRORIST INCIDENTS THROUGHOUT THE WORLD, CASUALTIES AND VICTIMS OF TERRORISM, THE LOCATION OF INCIDENTS, AND TARGETS OF DEMANDS ARE PROVIDED. NOTES ARE INCLUDED. APPENDIXES CONTAIN A LIST OF ITERATE DATA SOURCES, A SURVEY OF OTHER APPROACHES TO THE STUDY OF TERRORISM, AND THE INCIDENT CODING SHEET USED BY INTERATE. (DEP)
