These statements of principle and practice standards are designed to achieve high-quality services for young offenders being supervised in Inner London (England).
Abstract
All services outlined in these standards are based on section 44 of the Children and Young Persons Act 1933, sections 1(1) and 17(1) of the Children Act 1989, as well as the UN Convention on the Rights of the Child. These mandates focus on consideration of the needs and welfare of children and youth in all juvenile justice actions. One of the guiding principles in this booklet is that youth justice services should endeavor to ensure that all youth have access to the full range of pre-court services and court dispositions. Further, the interagency arrangements for the local provision of youth justice services should have clear accountability and boundaries. There should be effective mechanisms for communication, transfer of cases and consultation with key professionals and agencies, and a formal process of review. This booklet provides an outline of core youth justice services in eight categories: community safety, services for all youth, pre-court services, remand services, court services, provision of or access to resources for managing community sentences, custodial support services, and monitoring and evaluation.
