MONOGRAPHS PREPARED FOR A NATIONAL CONFERENCE ON STATE COURTS ARE PRESENTED, ALONG WITH THE COMMENTS OF 350 STATE DELEGATES, WHO MET TO CONSIDER THE MAJOR PROBLEMS IN COURT REFORM AND DISCUSS POSSIBLE FUTURE REMEDIES.
Abstract
THE NATIONAL CENTER FOR STATE COURTS SPONSORED THE CONFERENCE IN ORDER TO EXPLORE SIGNIFICANT TOPICS OF STATE COURT IMPROVEMENT AND TO MOVE TOWARD A PLAN FOR COURT REFORM THROUGH THE END OF THE 20TH CENTURY. THE MONOGRAPHS WERE THE PRODUCTS OF SIX TASK FORCES, EACH COMPRISED OF A LEADER AND MEMBERS REPRESENTING THE MANY INTERESTS AND ORGANIZATIONS CONCERNED WITH THE FOLLOWING CONFERENCE TOPICS: (1) THE PUBLIC IMAGE OF THE COURTS; (2) COURTS AND THE COMMUNITY; (3) COURTS AND THE AMERICAN SYSTEM OF GOVERNMENT; (4) INTERNAL ORGANIZATION AND PROCEDURES OF THE COURTS; (5) INTERNATIONAL MODELS FOR COURT IMPROVEMENT; AND (6) IMPLEMENTATION STRATEGIES FOR COURT IMPROVEMENTS. IN ADDITION TO STATE COURT JUDGES AND ADMINISTRATORS, THE MEMBERS OF THE TASK FORCES INCLUDED FORMER GOVERNORS, EXECUTIVE BRANCH LEADERS, LEGISLATORS, CONGRESSMEN, FEDERAL JUDGES, EDUCATORS, JOURNALISTS, ATTORNEYS, BUSINESS LEADERS, AND CITIZEN GROUP REPRESENTATIVES. THE TASK FORCES MET SEVERAL TIMES IN THE COURSE OF THE MONOGRAPH PREPARATION. THE TOPIC 'THE PUBLIC IMAGE OF THE COURTS' RECEIVED SOMEWHAT DIFFERENT TREATMENT: CONFERENCE PARTICIPANTS RECEIVED THE RESULTS OF A COMPREHENSIVE SURVEY OF PUBLIC OPINION ABOUT THE COURTS, RATHER THAN AN ESSAY WITH RECOMMENDATIONS.
