These revised national parole standards cover parole organization and administration, fiscal management, personnel, management information and research, and parole procedures.
Abstract
They comment on parole scheduling and information, the hearing process, parole conditions, arrest and revocation procedures, discharge responsibilities, and public and legislative relations. The standards support Supreme Court decisions on the parole and revocation process, as well as those concerning due process in providing notice of hearings, written reasons for decisions, and opportunities for appeal. They emphasize that parole decisionmaking should occur under conditions of openness, and should result in the immediate availability to the inmates of information on which decisions are made. Correctional administrators can use them as a tool for accreditation and for self-improvement, as well as to stimulate change. The text includes a glossary, an index, the American Correctional Association Code of Ethics, and a list of standards cross-referenced to the initial manual.
