Abstract
PART OF A SERIES ON MANAGEMENT AND ORGANIZATION, THE TEXT IS DIRECTED PRIMARILY TO UNDERGRADUATE AND GRADUATE STUDENTS IN MANAGEMENT COURSES, BUT ALSO TO PRACTICING MANAGERS INTERESTED IN TAKING AN INTEGRATED SYSTEMS APPROACH TO THEIR STAFFING PROBLEMS. IN ADDITION TO COVERING TRADITIONAL ASPECTS OF PERSONNEL SELECTION (RELIABILITY AND VALIDITY OF SELECTION TESTS, CRITERION PROBLEMS, SPECIFIC KINDS OF TESTS, INTERVIEWING, USE OF BIOGRAPHICAL INFORMATON BLANKS, ETC.), THE TEXT ADDRESSES ORGANIZATIONAL, EXTRAORGANIZATIONAL, AND INDIVIDUAL FACTORS THAT INFLUENCE THE EFFECTIVENESS OF STAFFING PROGRAMS. INCLUDED ARE DISCUSSIONS OF ISSUES SUCH AS THE FOLLOWING: (1) THE PURPOSE OF THE JOB ANALYSIS IN SPECIFYING NOT ONLY THE SKILL REQUIREMENTS OF A JOB, BUT ALSO THE REWARDS AN EMPLOYEE MAY EXPECT TO DERIVE FROM PERFORMING THE JOB; (2) JOINT PARTICIPATION BY EMPLOYEES AND ORGANIZATIONS IN THE SELECTION PROCESS; (3) THE CRITICAL ROLE OF CAREFULLY DEFINED ORGANIZATIONAL GOALS AND OBJECTIVES IN DETERMINING CRITERIA AGAINST WHICH EMPLOYEE PERFORMANCE IS JUDGED, AS WELL AS THE KINDS OF PEOPLE TO BE RECRUITED AND HIRED; (4) THE IMPACT OF THE STAFFING PROCESS ON THE NEW EMPLOYEE'S VIEW OF THE ORGANIZATION; (5) THE QUESTIONABLE WISDOM OF CONTINUING TO REFINE TECHNIQUES FOR ASSESSING INDIVIDUAL DIFFERENCES AS A BASIS FOR PREDICTING EMPLOYEE PERFORMANCE (IN LIGHT OF THE EFFECT THE ORGANIZATION ITSELF CAN HAVE ON THE UTILITY OF ASSESSMENT PROCEDURES); (6) THE GENERAL FAILURE OF SELECTION RESEARCHERS TO EMPLOY THEORIES OF WORK MOTIVATION IN DEVELOPING SELECTION PROCEDURES OF THE PERSONALITY AND INTEREST TYPE; AND (7) THE EFFECTS OF THE LARGER SOCIOPOLITICAL ENVIRONMENT ON STAFFING POLICIES AND PROBLEMS (E.G., POTENTIAL BIAS IN SELECTION PRACTICES, RESTRICTIONS ON THE RANGE OF OCCUPATIONS OPEN TO MINORITIES).
