Abstract
CONFLICTS BETWEEN CUSTODIAL AND TREATMENT STAFF OVER OBJECTIVES TO MODIFY DEVIANT INMATE BEHAVIOR ARE DISCUSSED AS ARE INMATE CHARACTERISTICS AND BEHAVIORS AS THEY ACTUALLY ARE AND AS THEY SHOULD BE. OFFICERS AND TREATMENT STAFF IN A CUSTODIAL INSTITUTION ARE CONSIDERED TO DIFFER MORE IN THEIR CONCEPTIONS OF PRISONERS THAN THE STAFF IN A REHABILITATIVE INSTITUTION, WHEREAS INMATES PERCEIVE THE NORMS OF CUSTODIAL AND TREATMENT STAFF TO BE IDENTICAL.
