Abstract
THIS REPORT DESCRIBES WHAT APPEAR TO BE THE IMMEDIATELY IDENTIFIABLE PROBLEMS AND GAPS IN THE RESPONSE SYSTEM AND SUGGESTS ALTERNATIVES IN THESE AREAS. THE MAJOR PORTION OF THE COMMUNITY'S PROBLEMS AND NEEDS HAVE RESULTED FROM THE METROPOLITANIZATION WHICH HAS BEEN RAPIDLY DEVELOPING OVER THE PAST 20 YEARS IN THIS AREA NOT ONLY IS THERE THE PROBLEM OF INTERACTION AMONG MUNICIPALITIES, BUT OVERLAPPING LOCAL GOVERNMENT JURISDICTIONS HAVE LED TO A FRAGMENTATION OF GOVERNMENT POWERS.
