This article includes a description of a methodology for selecting detention equipment, developed by a class attending a seminar entitled "Jail Design, Review and Transition," in 1987. The seminar is offered by the National Institute of Corrections (NIC) and the National Academy of Corrections.
Abstract
Seminar participants were persuaded not to focus on their lack of technical expertise, but rather to establish clear definitions and criteria for the selection process. As the seminar evolved, participants' confidence in making decisions increased. Steps in the methodology included defining the context in which the equipment will be used, prioritizing criteria, investigating and researching the range of options, comparing products, and negotiating with vendors. One is urged to retain a negotiating advantage and have all aspects of an agreement put in writing. A sample performance criteria form, a product comparison chart, and samples of definition and criteria are included.
