YUGOSLAVIA AND THE SOVIET UNION HAVE CREATED VERY DIFFERENT CRIMINOLOGIES IN THE POSTWAR (WORLD WAR II) PERIOD. THESE DIFFERENCES ARE APPARENT IN TERMS OF QUALITY, DIVERSITY OF SUBJECTS, AND ANALYTICAL ABILITY.
Abstract
YUGOSLAVIA AND THE SOVIET UNION HAVE CONTRASTING ATTITUDES TOWARDS THEIR SCHOLARS AND THE TYPE OF RESEARCH THEY ARE PERMITTED TO CONDUCT. WHILE THE SOVIET UNION ENFORCES SCHOLARLY INSULARITY, YUGOSLAVIAN SCHOLARS ARE ALLOWED TO GO OUTSIDE THEIR COUNTRY FOR RESEARCH IDEAS AND SUPPORT. SOVIET AND YUGOSLAVIAN CRIMINOLOGY DIFFER SIGNIFICANTLY IN REGARD TO ORGANIZATIONAL STRUCTURE, INTERNAL DISTRIBUTION OF RESEARCH CENTERS, THE TRAINING AND AFFILIATION OF CRIMINOLOGISTS, AND THE PURPOSE AND NATURE OF CRIMINOLOGICAL RESEARCH. THESE DIFFERENCES ARE ATTRIBUTABLE TO THE HISTORICAL HERITAGE OF THE CRIMINOLOGISTS, THE EXTENT OF INTELLECTUAL FREEDOM ALLOWED RESEARCHERS, THE DEGREE OF IDEOLOGICAL COMMITMENT, AND THE PARTICULAR STRUCTURAL AND ORGANIZATIONAL CHARACTERISTICS UNIQUE TO EACH OF THESE COUNTRIES. THE HIGHLY IDEOLOGICAL SOVIET CRIMINOLOGISTS, WHO ARE TRAINED AS LAWYERS AND ARE PRESENTLY AFFILIATED WITH LEGAL INSTITUTIONS AND THE RESEARCH INSTITUTES OF CRIMINAL JUSTICE AGENCIES, HAVE PRODUCED A CRIMINOLOGY THAT HAS BENEFITED LITTLE FROM INTERNAL RESEARCH OR EXTERNAL INTELLECTUAL AND INFORMATIONAL EXCHANGES. IN CONTRAST, YUGOSLAVIA HAS PRODUCED A SMALLER, THOUGH MORE SOPHISTICATED, CRIMINOLOGICAL COMMUNITY THAT DRAWS SCHOLARS FROM LAW AND THE SOCIAL SCIENCES. IT HAS DEVELOPED INTERNATIONALLY RECOGNIZED SCHOLARS AS A RESULT OF THEIR ACCESS TO EXTENSIVE DOMESTIC AND FOREIGN RESEARCH MATERIALS AND THEIR GENERALLY UNRESTRICTED INTELLECTUAL DEVELOPMENT. FOR EACH COUNTRY, DETAILED INFORMATION IS PROVIDED ON HISTORICAL BACKGROUND, GEOGRAPHY (LOCATION OF RESEARCH FACILITIES), TRAINING, RESEARCH PURPOSES, RESEARCH INTERESTS, AND PUBLICATIONS.
