SOUTH CAROLINA CORRECTIONS DATA ARE PROVIDED FOR A VARIETY OF AREAS, WITH PRISON POPULATION DATA EXTENDING FROM 1955 THROUGH 1976 AND MOST OTHER DATA COVERING THE 1970'S THROUGH 1976.
Abstract
A PROFILE IS PRESENTED OF SOUTH CAROLINA CORRECTIONS, INCLUDING A DESCRIPTION OF ITS ORGANIZATION AND RECENT HISTORY. SPECIFIC DATA WERE REQUESTED FROM THE DEPARTMENT OF CORRECTIONS. DATA WERE RECEIVED ON SOUTH CAROLINA'S GENERAL POPULATION FROM 1950 AND PROJECTED THOUGH 2000. THE POPULATION PERCENT AGED 18 TO 34 IS INCLUDED FROM 1970 AND PROJECTED THROUGH 2000, WITH THE PERCENTAGE OF BLACKS IN THIS AGE GROUP IDENTIFIED. THE AVERAGE DAILY BLACK AND NONBLACK INMATE POPULATIONS ARE INCLUDED FROM 1972 THROUGH 1976. DATA INDICATE THAT SOUTH CAROLINA IS GAINING INMATES MUCH FASTER THAN THE NATIONAL RATE AND THAT ITS COMMITMENT RATE OUTRANKED ALL BUT TWO STATES DURING 1975. THIS CREATED A FINANCIAL CRISIS THAT LED TO SOME COST SAVINGS MEASURES. IN ADDITION TO INMATE AND COST STATISTICS, DATA ARE ALSO INCLUDED ON COMMITMENTS, RELEASES, COMMUNITY BASED RESIDENTIAL PROGRAMS, AGE AND SEX OF AVERAGE DAILY POPULATION, COUNTY OF COMMITMENT, COMMITTING OFFENSE, AVERAGE LENGTH OF SENTENCE, FACILITIES, STAFF, PROBATION, AND PAROLE.
