This 1984 study of three Florida State prisons, representative of facility types and geographical locations in central and south Florida, determined their economic, social, psychological, and environmental impacts on surrounding communities.
Abstract
Data were obtained on jobs, local expenditures, and free inmate community service generated by each facility. To assess a facility's impact on property values, crime rates, and public attitudes, a target area close to the facility was compared with a matched control area farther away. Data on facility social impacts were obtained from crime records, interviews with local law enforcement officials, newspaper accounts of crime by prison escapees, and a telephone survey of residents. Quantitative data were statistically analyzed, and qualitative data were assessed by pattern analysis and a determination of internal consistency. The facilities created jobs and income for surrounding communities as well as free inmate labor for community service projects. Property close to the prison did not decrease in value, and there was no evidence that increased crime rates were directly or indirectly attributable to the facilities. The facilities had minor to negligible environmental impacts. Negative psychological impacts were restricted to a small minority of residents concerned about their safety. Virtually all residents surveyed did not identify any negative impacts of the facilities, but neither were they aware of any benefits. This suggests that public education on the community benefits of prison siting in a community could reduce resident resistance. Tabular data and study instruments are appended.
