The United Nations General Assembly resolved, in 1991, to create a UN crime prevention and criminal justice program, aimed at developing a common front against crime problems that cannot be dealt with adequately on a national level.
Abstract
Program objectives include creating the mechanism for practical law enforcement collaboration, establishing a framework for interstate cooperation and coordination to respond to transnational aspects of crime, promoting information exchange, providing means of assistance to developing countries, and establishing an adequate resource base for a truly effective UN program. Following descriptions of the first session of the Commission on Crime Prevention and Criminal Justice, and actions taken by the UN Economic and Social Council, this report outlines various aspects of policy development and program implementation. These include operational activities, adaptation of UN instruments and guidelines, global clearinghouse functions, collaboration and coordination, and preparations for the Ninth Congress on the Prevention of Crime and the Treatment of Offenders.
