Abstract
In August 1991, an intergovernmental working group within the United Nations was convened in Vienna to produce a report with proposals for an effective international crime prevention and criminal justice program and suggestions for its implementation. Their report was submitted to the Ministerial Meeting on the Creation of an Effective United Nations Crime Prevention and Criminal Justice Programme which met in Paris, November 21-23, 1991. In this report to the United Nations General Assembly, the Ministerial Meeting sets forth it findings on the goals of a United Nations crime prevention and criminal justice program. It addresses the scope of such a program and criteria for establishing priorities. The report recommends the creation of a commission on crime prevention and criminal justice which would meet annually and the dissolution of the Committee on Crime Prevention and Control. Other details for the implementation of an effective crime prevention and criminal justice program are also provided. The report includes a list of those in attendance at the meeting.
