Abstract
THE CHANGE FROM A RURAL ARISTOCRACY TO AN INDUSTRIALIZED CAPITALISTIC CLASS SYSTEM IS SEEN AS THE PRINCIPAL DYNAMIC INFLUENCING THE CHANGE FROM A PRIVATE COMPETITIVE MARKETING OF CRIME CONTROL SERVICES TO A STATE-SPONSORED REGULARIZATION OF SOCIAL CONTROL ACTIVITIES. THE CHANGE FROM A SIMLIFIED AGRARIAN SOCIOECONOMIC WORLD WHERE POLICING SERVICES COULD BE PROVIDED ON AN AS-NEEDED BASIS BY THOSE WHO COULD AFFORD THEM TO COMPLEX, INDUSTRIALIZED SOCIOECONOMIC NETWORK REQUIRED A MORE CONSISTENT AND SOPHISTICATED MEANS OF ENFORCING A GROWING NETWORK OF LAWS.
