THE VOLUNTEER PROBATION OFFICER SYSTEM IN JAPAN IS A CASE WHERE OLDER FORMS OF PUBLIC PARTICIPATION WERE INSTITUTIONALIZED (IN 1950) AND EXPANDED WITH INCREASING GOVERNMENT ENPHASIS ON PROBATION AND PAROLE.
Abstract
REVIEWED ARE THE CHARACTERISTICS, QUALIFICATIONS, RECRUITMENT, RESPONSIBILITIES, AND FINANCIAL IMPLICATIONS OF JAPAN'S VOLUNTEER PROBATION OFFICERS. THE MOST CRUCIAL ISSUES IN THE FUTURE OF THE VOLUNTEER SYSTEM ARE WHETHER VOLUNTEERS WILL CONTINUE TO PLAY AN INTRINSIC ROLE WHICH CANNOT BE CARRIED OUT BY THE PROFESSIONALS AND WHETHER THE SYSTEM WILL CONTINUE TO ATTRACT A SUFFICIENT NUMBER OF QUALIFIED APPLICANTS.
