This evaluation of the impact of the shock incarceration program and shock parole supervision in New York State concludes that the Department of Correctional Services and the Division of Parole have cooperated to create an institutional and aftercare program that responds to the legislature’s requests and concerns.
Abstract
The legislature provided a mandate to the Department of Correctional Services to make operational a plan to meet certain specific criteria. In addition, the Division of parole believed that it was necessary to crate a special supervision program for shock incarceration parolees to build on the intensity of programming begun at the institutional level. The result has been a joint program designed to meet the legislative intent. The corrections agencies have created a rigorous multi-treatment program that emphasizes discipline, academic education, drug treatment and education, and group and individual counseling, all within a military structure. The agencies have screened 58,944 legally eligible inmates for participation in shock incarceration and has sent 31,837 inmate volunteers to shock facilities. These inmates included 20,279 who graduated and received an early release to parole supervision. Tables, figures, and 51 references
