PAST MANAGEMENT MODELS AND CONFLICTING PHILOSOPHIES ARE DISCUSSED AND A SUMMARY STATE OF THE ART OF PARTICIPATORY MANAGEMENT IS CONTAINED IN A LITERATURE REVIEW. RESEARCH METHODS AND FUNDINGS ARE DESCRIBED AS WELL AS THE SURVEY CONDUCTED BY THE STUDY GROUP AND THEIR OBSERVATIONS DURING ON-SITE VISITS. AN ALTERNATIVE MANAGEMENT MODEL THE RESPONSIBILITY MODEL - IS PRESENTED AND IMPLEMENTATION AND EVALUATION STRATEGIES ARE SUGGESTED. THE STUDY GROUP RECOMMENDS THAT A DEMONSTRATION PROJECT SHOULD BE IMPLEMENTED WITH AN ADEQUATE RESEARCH DESIGN TO EVALUATE THE IMPACT OF PARTICIPATORY MANAGEMENT UPON THE OFFICERS, INMATES, PRISON SYSTEM, AND THE SOCIETY.
