Abstract
The guide is intended primarily for administrators responsible for developing and implementing alcohol and drug policies on campus. Following an overview of the problem of student alcohol and drug use, the guide details a new doctrine to guide alcohol and other drug policies. Under this doctrine of "environmental management," schools are not expected to control student conduct, but are expected to take reasonable protective measures to guard against foreseeable hazards and risks in the school environment. The goal of a college's prevention policies under such a doctrine should be to establish and maintain an environment that will discourage student substance use. If effectively implemented and enforced, these measures will contribute to a safer environment. School policies must prohibit the unlawful use, possession, sale, or distribution of alcohol or controlled substances by all students and employees. School policies should explain the specific Federal, State, and local laws that apply in the school's jurisdiction and the penalties that will be imposed for violations. Rules must be considered to ensure that social events where alcohol is served are kept under sufficient control to prevent illegal service to minors or intoxicated persons, restrict drinking to the approved area designated for the event, and provide a level of supervision and security that will create a safe atmosphere. This guide outlines a step-by-step process for assembling needed resources, selecting or revising alcohol and other drug policies, and implementing the new policies that are established. 18 notes
