THE NEED FOR SPECIAL EDUCATION PROGRAMS FOR HANDICAPPED JUVENILES LIVING IN CORRECTIONAL INSTITUTIONS IS EXAMINED.
Abstract
THE HANDICAPPED ARE PERSONS WITH MENTAL OR PHYSICAL DISABILITIES WHO CONSEQUENTLY NEED SPECIAL EDUCATION AND RELATED SERVICES. DATA CONCERNING THE NUMBERS OF HANDICAPPED IN CORRECTIONAL SETTINGS ARE NOT AVAILABLE, BUT IT CAN BE ASSUMED THAT SINCE A PORTION OF THE GENERAL POPULATION CAN BE CLASSIFIED AS HANDICAPPED, THE SAME MUST BE TRUE FOR THE POPULATION OF CORRECTIONAL FACILITIES. THESE HANDICAPPED STUDENTS HAVE BEEN NEGLECTED AND ARE ENTITLED TO SPECIAL SERVICES. THE GENERAL FUNCTIONS AND PROGRAMS OF A CORRECTIONAL INSTITUTION ARE DESCRIBED. THE DEVELOPMENT OF A SPECIAL EDUCATION PROGRAM IS DIVIDED INTO THE FOLLOWING AREAS: THE IDENTIFICATION AND TESTING OF HANDICAPPED JUVENILES AND COMPONENTS OF A SPECIAL CURRICULUM; SPECIAL TRAINING PROGRAMS FOR ADMINISTRATORS, TEACHERS, AND OTHER INVOLVED PERSONNEL; AND MANAGEMENT SERVICES SUCH AS DISSEMINATION OF INFORMATION AND PROCUREMENT OF FUNDS. ELEMENTS THAT COULD CONSTRAIN A SPECIAL EDUCATION PROGRAM ARE LISTED AND COURSES OF ACTION ARE SUGGESTED AT THE LOCAL, STATE, AND NATIONAL LEVEL. A BRIEF LIST OF REFERENCES IS PROVIDED. (MJM)
