This document describes the structure and operation of a pilot program that provides intensive probation for youth who have been adjudicated and fit the profile criteria for a serious offender; the program was established in Decatur, Ill., as a demonstration project for the U.S. Department Justice.
Abstract
Implemented in 1994, the Serious Habitual Offender Comprehensive Action Program (SHOCAP) is unique in that it involves interagency collaboration and information sharing among the schools, the police, probation, the courts, and social service agencies. Youthful offenders placed on the SHO list are bed-checked by police. The youth also signs a contract with a staffing committee; the contract provides a plan of activity leading to rehabilitation. The plan may provide for mental health services, activities during free time, and other services. Removal from the SHO list comes after 1 year of good behavior or a violation, which results in incarceration. State legislation permitting interagency information sharing was enacted in Illinois in 1992. An interagency steering committee oversees the program.
