This technical assistance manual is designed to provide the public, State officials, treatment providers, and the recovery community with information about the Oxford Houses -- self-run, self-supported recovery houses -- and how of such houses can be replicated throughout the U.S.

Abstract

The four primary characteristics of Oxford Houses -- utilizing no paid staff, operating democratically even on admission decisions, expelling any resident who relapses into alcohol or drug use, and being financially self-supporting -- were adopted by Congress when it passed the Anti-Drug Abuse ACt of 1988, requiring State revolving funds to encourage the replication of these houses. The first section of the report describes the Oxford House model and its concept, characteristics, organization, and logistics. In the second section, information about State revolving funds is provided, outlining operational procedures, fund establishment and maintenance, loan approval, loan repayment, bridge loans, bad debts, and debt reporting. 8 appendixes
