Abstract
A COMPANION TO THE NATIONAL CENTER FOR VOLUNTARY ACTION (NCVA) PUBLICATION, 'A REPORT ON SELECTED VOLUNTARY ACTION CENTERS: FACTORS FOR SUCCESS,' THIS GUIDE INCLUDES A GENERAL DISCUSSION OF EVALUATION AND ITS RATIONALE IN PROGRAM OPERATION. DEFINITIONS, MEASUREMENTS OF PROGRESS, MODELS FOR SELF-EVALUATION, THE PLANNING PROCESS, AND THE IMPORTANCE OF DATA ARE DISCUSSED. TWO SETS OF SUGGESTED STANDARDS OF PERFORMANCE AND ORGANIZATION FOR VACS ARE DESCRIBED: (1) THOSE DEVELOPED BY NCVA WHICH DESCRIBE PRINCIPLES FOUND TO BE KEY COMPONENTS OF A SUCCESSFUL VAC, ELEMENTS OF EACH PRINCIPLE, AND FACTORS ATTENDING THOSE ELEMENTS; AND (2) THE CHECKLIST DEVELOPED BY THE NATIONAL INFORMATION CENTER ON VOLUNTEERISM FOR VAC DIRECTORS, WHICH PRESENTS A SAMPLING OF CONDITIONS AND STANDARDS CONSIDERED DESIRABLE FOR OPTIMUM VAC OPERATION.
