Abstract
THEY INCORPORATE INFORMATION FROM QUESTIONNAIRES RETURNED BY CONNECTICUT, DELAWARE, KENTUCKY, NEVADA, PUERTO RICO, TEXAS, AND VERMONT RECEIVED AFTER THE SEPTEMBER REPORT HAD BEEN COMPILED. INFORMATION IS PRESENTED IN STATE-BY-STATE LISTINGS, AND A SUMMARY AND ANALYSIS IS GIVEN FOR EACH SUBJECT. TABLES PRESENT INFORMATION ON THE ORGANIZATION OF ATTORNEYS GENERAL'S OFFICES, STATE APPROPRIATIONS, REVOLVING FUNDS, FEDERAL GRANTS, SALARY RANGES FOR ATTORNEYS, ATTORNEY AND NONATTORNEY POSITIONS IN ATTORNEYS GENERAL'S OFFICES, AND ADVISORY OPINIONS ISSUED IN 1978. SOME HIGHLIGHTS OF THE REPORT INCLUDE THE FOLLOWING: (1) MOST OFFICES HAVE CAREFULLY-DEFINED ORGANIZATIONAL STRUCTURES; (2) OF THE 54 JURISDICTIONS, 50 APPROPRIATE OVER $1 MILLION ANNUALLY TO THEIR ATTORNEYS GENERAL'S OFFICE; (3) MOST OFFICE BUDGETS INCLUDE SOME SPECIAL APPROPRIATIONS, WHICH ARE USUALLY FOR A PARTICULAR UNIT OR SPECIAL PROJECT IN THE OFFICE; (4) OF 49 OFFICES REPORTING, 20 HAVE REVOLVING FUNDS, WITH MOST OF THESE BEING FOR ANTITRUST ENFORCEMENT; (5) 22 OF THE 49 OFFICES REPORTING HAD CURRENT GRANTS FROM LEAA, WITH THEIR SIZE RANGING FROM ABOUT $1,585 TO $2 MILLION; (6) ATTORNEYS GENERAL'S SALARIES RANGE FROM $25,000 TO $60,000 PER YEAR; (7) SALARIES OF CHIEF DEPUTIES RANGE FROM $22,575 TO $56,925, WITH AVERAGE SALARIES FROM ATTORNEYS WITH 4 YEARS OF EXPERIENCE RANGING FROM $17,673 TO $38,868; (8) THERE ARE 7,434 FULL-TIME AND 264 PART-TIME ATTORNEYS IN STATE GOVERNMENT; WITH AN INCREASING NUMBER OF NONLEGAL PERSONNEL; AND (9) THE NUMBER OF OPINIONS ISSUED IN 1978 RANGED FROM 4 TO 1,800, WITH THE MEDIAN BEING 91, A DECREASE FROM THE 1976 MEDIAN OF 121.
