This document identifies the basic criteria for evaluating the responsiveness of guard-training plans to the requirements specified by the Office of Nuclear Material Safety and Safeguards.
Abstract
Each security licensee is required to submit a training and qualification plan which is to detail the processes by which security personnel will be selected, trained, equipped, tested, and qualified. The principal requirements for training and qualifying licensee security personnel are found in Appendix B of 10 CFR 73. This document discusses the administrative criteria established by Appendix B and identifies those crucial guard functions considered basic requirements for all guard training and qualification plans. One chapter specifies the acceptance criteria for administrative aspects of guard training plans and for meeting weapons requirements. Attention is given to the schedule for implementing training and qualification plans, personnel suitability criteria, physical and mental qualification, and physical requalification. The concluding chapter identifies basic security force functions which are considered crucial in the performance of security duties. They have been categorized by major functional areas and are performance-oriented. The functional areas are the CAS/SAS operator, the access control officer, the search officer, patrol officer, and response officer. Requalification is also considered.
