Intended for use by criminal justice and drug treatment personnel, this document presents practical screening, assessment, and treatment planning procedures that can help improve care and treatment outcomes for criminal offenders with alcohol or drug abuse problems.
Abstract
The guidelines were developed through a consensus process involving individuals with broad experience in the field, including non-Federal clinical researchers, clinicians, program administrators, and patient advocates. The protocol is based on three principles: (1) that adult offenders should receive effective and appropriate care; (2) that adult offenders have a right to privacy; and (3) that screening and assessment must consider cultural, ethnic, and gender concerns. Individual chapters provide an overview of the criminal justice setting and the screening, assessment, and treatment planning that should occur there; treatment screening, needs assessment, and readiness for treatment; and assessments for treatment progress. They also explain the incorporation of special issues such as race, ethnicity, gender, sexual orientation, physical disability, infectious disease risk and status, and history of abuse into the treatment plan and constitutionality, confidentiality, and ethics related to the rights of the offender.
