This plan presents the goals and objectives for Scotland's Prison Service for 1995-98; the targets set by the Secretary of State for Scotland for 1995-96; and the strategies for meeting these targets and improving services to the public, to visitors to prisons, and to inmates.
Abstract
Inmate populations are projected to remain high, resulting in pressures of overcrowding in local jails. The main priority continues to be inmate custody in conditions of appropriate security and control. The Prison Service also aims to reduce crime by challenging and assisting inmates to address their offending behavior. Attaining these goals means maintaining an appropriate balance between security and providing counseling and programs to enable inmates to prepare for release and reintegration into society. During the period of this plan, the Prison Service will use a new staffing structure to support the delegation of authority to the appropriate place in the organization and reflect the jobs dealing with prisoners daily.
