BombCAD, a computer aided bomb defense system, develops optimum bomb threat response plans which do not emphasize the rigor of validity assessment or the high cost of evacuation. Such plans also minimize injury when an actual attack is indicated.
Abstract
BombCAD computes the maximum anticipated bomb injury (MABI) using the demographics of the facility, the largest credible explosive, and the facility's inherent protection. The bomb threat challenge is to reduce the MABI continuously and monotonically to zero in the shortest possible time. The bomb threat response plan development logic consists of defining the credible threat, computing zones of involvement (ZOIs) for credible threats, subdividing the facility logically according to ZOI computations, using demographics to estimate MABI, and developing a computer-aided response strategy. The computer is used to develop and test sequences of specific CLEAR (search a zone) and MOVE (relocate occupants of a zone) initiatives. 2 figures, 1 reference. (Author abstract modified)
