This document presents the Saskatchewan Police Commission Annual Report for the period of April 1, 2001, to March 31, 2002.
Abstract
The role of the Saskatchewan Police Commission is to promote adequate and effective policing throughout the province and the preservation of peace, prevention of crime, efficiency of police service, and the improvement of police relationships with communities within Saskatchewan. In 1999, the Government of Saskatchewan implemented a new Royal Canadian Mounted Police (RCMP) Police Cost Redistribution Program and 103 municipalities opted into the new program. In addition to acting as the Provincial police service for Saskatchewan, the RCMP is contracted to provide municipal police to four Saskatchewan cities: Swift Current, Yorkton, Battleford, and Lloydminster. The use of firearms by Municipal Police during the course of duty during 2001 included an accidentally discharged shot, a fatal shooting of a man that was shooting at officers, and several shots to destroy injured animals. The RCMP report that on two separate occasions their members fatally shot two men during the performance of their duties. The RCMP fired shots during an altercation with suspects in two other incidents but no injuries resulted. The Saskatchewan Police Commission held four meetings, four teleconference calls, and dealt with numerous issues via regular email in 2001/2002. The Commission places considerable emphasis on race relations and cross-cultural training. The Saskatchewan Police College continues to deliver training at the highest level and is ranked among the top police training facilities in Canada.
