PROJECT TO DEFINE THE RECOMMENDED OPERATING ENVIRONMENT AND ORGANIZATION FOR A NEW MUNICIPAL COURT AND TO ASSIST IN THE IMPLEMENTATION OF STEPS NECESSARY TO THE TRANSITION.
Abstract
SAN LUIS OBISPO COUNTY WAS THE MOST POPULOUS COUNTY IN THE STATE THAT DID NOT HAVE A MUNICIPAL COURT. SPECIFIC OBJECTIVES OF THE PROJECT WERE TO DETERMINE THE PROCEDURES AND TYPES OF CASES TO BE HEARD AT EACH COURT LOCATION, TO DETERMINE JUDICIAL AND NON-JUDICIAL STAFFING NEEDS AND TO ASSESS COURT FACILITY REQUIREMENTS. THE PROJECT ALSO IDENTIFIED INTERNAL AND INTER-AGENCY OPERATING POLICIES, ASSISTED IN EVALUATING SYSTEMS IN OTHER COUNTIES, AND PROVIDED GENERAL COUNSELING TO COUNTY PERSONNEL IN PLANNING AND DECISION-MAKING. THE EVALUATION MAKES RECOMMENDATIONS IN THE AREAS OF MANPOWER AND ORGANIZATION, LOCATION OF PROCEEDINGS, CASE PROCESSING, FORMS, AND INDEXING.
