The first of three innovative Federal detention centers, the San Diego facility will incorporate a diagnostic and intake function, short-term and pretrial detention, and a community treatment center. It will emphasize humane and rehabilitative treatment for inmates.
Abstract
It represents an attempt to house and treat inmates using the latest architectural and programming techniques and aspires to demonstrate that humane treatment of offenders is possible in a correctional setting. The center's use of modern technology and operational cost effectiveness represent a departure from the more inhumane and costly practices of traditional jails. The center brings corrections to the heart of a modern city, contributes to its architectural development, and locates inmates within reach of a variety of community services. The facility will house detained individuals charged but not proven guilty and offenders whose willingness to change has been evidenced. Although violent offenders must be removed from the community for the protection of society, their incarceration should not constitute unrelieved punishment but rather rehabilitative programming in a humane, institutional setting.
