Abstract
The officer emphasizes that rules for encountering strangers are as important as rules for crossing the street or riding bicycles. Individual children are shown observing the rules of always going straight home from school and following the same route, never getting into a car without parental permission, never accepting gifts from strangers, and never playing in lonely places. Each rule is emphasized with the use of a toy bear to symbolize safety rules, and each rule is repeated at the close of the film.
