FOLLOWING A DISCUSSION OF THE RATIONALE FOR A COMPANY SECURITY SYSTEM, THE PROCEDURES FOR DEALING WITH WHITE COLLAR AND BLUE COLLAR EMPLOYEE CRIMES, GENERAL INVESTIGATIONS, AND EXTERNAL SECURITY ARE DISCUSSED.
Abstract
THE IMPORTANCE OF A FULL-SCALE SECURITY SYSTEM MUST BE MADE KNOWN TO MANAGEMENT BY INDICATING THAT SUCH A SYSTEM DOES NOT REDUCE PROFITS BY INCREASING EXPENSES; RATHER, IT PREVENTS CERTAIN THINGS FROM HAPPENING THAT CAUSE A PROFIT LOSS. THE SECURITY PERSONNEL ORGANIZATION AT MORSE ELECTRO PRODUCTS IS PRESENTED AS A MODEL FOR OTHER CORPORATIONS. THE NATIONAL SECURITY DIRECTOR REPORTS DIRECTLY TO THE COMPANY PRESIDENT. THOUGH THE DIRECTOR MAKES RECOMMENDATIONS, THE PRESIDENT MUST GIVE THE FINAL APPROVAL. A CORPORATE SECURITY CHIEF FUNCTIONS AS THE DIRECTOR'S ASSISTANT, AND THERE ARE SECURITY CHIEFS AT EACH OF THE COMPANY'S LOCATIONS. SECURITY CHIEFS ARE RESPONSIBLE FOR MAINTAINING, ADMINISTERING, AND SCHEDULING THE GUARD FORCES, WHILE EVALUATING JOB PERFORMANCE. PROCEDURES FOR THE INVESTIGATION OF WHITE COLLAR CRIME (EMBEZZLEMENT, COLLUSION, CONFLICT OF INTEREST) ARE DESCRIBED. WHERE THERE ARE SUSPICIONS, THE SECURITY CHIEF INDICATES HIS SUSPICIONS TO THE SECURITY DIRECTOR IN WRITING. AN UNDERCOVER INVESTIGATION MAY THEN BE INITIATED TO SEE IF THE ALLEGATION IS SUPPORTED BY EVIDENCE. USING RELIABLE INVESTIGATIVE AGENCIES ON A NEED BASIS CAN BE MORE ECONOMICAL THAN MAINTAINING A COMPANY STAFF OF INVESTIGATORS. THE POLICE SHOULD BE BROUGHT IN EITHER TO APPREHEND OR INTERROGATE SUSPECTS. ONCE THE FACTS ARE AVAILABLE, THE SECURITY DIRECTOR MAKES A CONFIDENTIAL REPORT TO THE PRESIDENT, SUPPORTED WITH A SERIES OF RECOMMENDATIONS. IN THE CASE OF BLUE COLLAR CRIME, IF A GUARD AT A CHECKPOINT DISCOVERS AN EMPLOYEE STEALING PROPERTY, THE POLICE AND THE DEPARTMENT MANAGER ARE NOTIFIED. IF IT IS AN ISOLATED CASE, THE EMPLOYEE IS DISCHARGED WITHOUT BEING OFFICIALLY CHARGED WITH A CRIME. SHOULD THEFTS CONTINUE, THEN MORE DRASTIC POLICE INTERVENTION IS PURSUED. MEANS OF ASSURING EXTERNAL SECURITY FOR COMPANY FACILITIES ARE ALSO DESCRIBED. (RCB)
