Abstract
POLICE COMMUNITY RELATIONS TRAINING AND DEVELOPMENT, EVALUATION BY POLICE OFFICERS OF NEEDS AND ACCOMPLISHMENTS, ESTABLISHMENT OF A POLICE-COMMUNITY RELATIONS COUNCIL AND PROGRAM, AND A PUBLIC ATTITUDE SURVEY AND OPINION OF POLICE ARE CONSIDERED. STATEMENTS OF POLICY ARE FORMULATED ON USE OF FORCE, ABUSIVE LANGUAGE, EMPLOYMENT, CIVIC AFFAIRS, CITATIONS, VICE, LOITERING, CITIZEN COMPLAINTS, GRATUITIES, DEMONSTRATIONS, AND USE OF POLICE AS GUARDS.
