Abstract
AN ACCOUNT OF INMATE SELF-GOVERNMENT AND ADVISORY COUNCIL PROGRAMS ORIGINATING PRIOR TO 1930 DESCRIBES NOTABLE EARLY EXPERIENCES IN 24 DIFFERENT CORRECTIONAL INSTITUTIONS THROUGHOUT THE COUNTRY. A SURVEY OF THE PAST PRACTICES AND PRESENT PROCEDURES IN EACH OF THE 50 STATES (NOT INCLUDING THE DISTRICT OF COLUMBIA) CONCERNING INMATE SELF-GOVERNMENT AND ADVISORY COUNCILS IS ALSO PRESENTED. THE PRESENT STATUS OF INMATE ADVISORY COUNCILS AT THE SIX FEDERAL PENITENTIARIES IS REVIEWED. IN ADDITION, PAST AND PRESENT ADVISORY COUNCIL PROGRAMS IN THE DISTRICT OF COLUMBIA, THE CITY OF PHILADELPHIA, MILITARY CORRECTIONAL FACILITIES, AND NARCOTICS TREATMENT FACILITIES RUN BY THE DEPARTMENT OF HEALTH, EDUCATION AND WELFARE ARE DESCRIBED.
