This study by the Research and Development Unit of the St. Paul, Minnesota Police Department compared use of the semi-automatic pistol and the revolver to survey the managerial environment where the pistol was used and to determine if the pistol was comparatively advantageous to the revolver in police service.
Abstract
Little new insight was gained from a study of professional literature and little formal effort has been made on the management issue. Evaluation of the St. Paul policing environment proved the most productive means for comparison. Mechanical improvements of the semi-automatic pistol together with the revelation that St. Paul criminals used sophisticated firearms for crime and police assaults, led the researchers to recommend the adoption of the semi-automatic pistol.
