The Hawaii Correctional Master Plan (HCMP) has not been implemented as originally intended and should be modified to accommodate changed attitudes and to provide new direction for corrections.
Abstract
A new integrated correctional policy reflecting today's differing criminal justice needs is required. However, this new policy should be based on a unified system goal for offender treatment. Specific recommendations pertain to the intake service center's role, pretrial detainees, and diagnostic and program prescription work. An ad hoc committee should develop corrections standards and goals for adoption by the legislature as State policies. Footnotes, tables, a figure, and appended analyses and data on specific criminal justice functions are provided.
