This paper traces the history of correctional policies that emphasize restitution and retribution.
Abstract
Originally the primary aim of social control was to restore peace and order and provide restitution for damages. It was about the 12th Century when punitive retribution prevailed and restitution diminished. Criminal law of the New Age emphasizes punishment that matches the severity of the crime. Restitution concepts emerged again in the 20th Century after the failure of the punitive policies of the 1950's.
